The Honorable Kevin Jeffries California State Assembly State Capitol, Room 5128 Sacramento, CA 95814 SUBJECT: AB 1954 (JEFFRIES) HIGH-OCCUPANCY TOLL (HOT) LANES - SUPPORT Dear Assembly Member Jeffries: I SUPPORT your AB 1954 (JEFFRIES) which will allow for the Riverside County Transportation Commission (RCTC) to apply to the California Transportation Commission in regards to developing and operating high-occupancy toll (HOT) lanes, including the administration and operation of a value pricing program and exclusive or preferential lane facilities for public transit. The Corona Chamber believes this is a necessary step in the right direction for fixing the already congested I-15. Our region depends heavily on the I-15 for goods movement and is a vital link in the corridor, especially when traveling and connecting to the SR-91. This legislation will allow our region to attract new businesses and help maintain the economic vitality of the region. This proposed new law would authorize RCTC to administer and operate on the transportation corridors in Riverside County, specifically the I-15. I understand AB 1954 is part of a two-pronged approach with the necessary passing of another piece of legislation, SB 1316 (Correa). SB 1316 will allow RCTC to make its improvements to the SR-91 freeway in conjunction with the improvements on the I-15. With the passage of both pieces of legislation, it will ensure that progress in the region will move forward. Anything less, would create a standstill much like the traffic on both freeways. For these and other reasons, I SUPPORT AB 1954 (JEFFRIES).
