Corona Valley Chamber Opposes Mandatory “How-To Unionize Guide” Proposal

The Greater Corona Valley Chamber of Commerce opposes a proposed federal rule that would require private sector employers to notify employees of their right to unionize – or not. This proposed rule covers all employers subject to the National Labor Relations Act (NLRA) except for employers of airline, railroad and agricultural workers.

Corona Valley Chamber, Senator Bill Emmerson and Assembly Member Jeff Miller Discuss Taking Action on Public Pension Reforms

The Greater Corona Valley Chamber of Commerce and its Legislative Action Committee (LAC) met with Corona-area State Senator Bill Emmerson and Assembly Member Jeff Miller in January to discuss taking action on the public pension crisis. Both legislators remain committed to reigning in the massive public pension liabilities and the Chamber will continue to work with them to provide action towards supporting meaningful reforms.

TAKE ACTION: Submit Your Letter Urging The Governor Not To Target Vital Programs


The Greater Corona Valley Chamber of Commerce is concerned with the overall approach to reforming the state budget crisis. Targeting specific programs such as eliminating redevelopment agencies and enterprise zones, and drastically targeting other programs such as cutting Adult Day Health Care services is the wrong approach.

Instead, the Corona Valley Chamber believes the Governor and the Legislature should approach the budget deficit by putting all possible programs on the table to maximize areas to obtain additional funding and possible cuts.
 

Why This Is Important To You:


Targeting the elimination of redevelopment will kill jobs and economic expansion at the worst possible time, and our state and local economies will suffer long-lasting and irreparable harm if this proposal is enacted.

 

Targeting programs such as Enterprise Zones that actually provide economic stimulus is the wrong approach, too. The facts are clear, Enterprise Zones provide the needed investment to spark local economic revitalization, development and job growth.
 

Finally, targeting programs such as Adult Day Health Care services will cause the elimination of more than 7,600 jobs adding $94 million to the state Unemployment Insurance Fund’s largest ever shortfall. Another 13,892 working middle class Californians will be forced to quit their jobs to take care of their loved one, adding to further loss of income tax revenue.

2010 Vote Records: Holding Elected Officials Accountable


Corona-area State Legislators; Senator Bill Emmerson and Assembly Member Jeff Miller Work Hard To Create Jobs

The Greater Corona Valley Chamber of Commerce and its Legislative Action Committee worked diligently in 2010, partnering with state legislators on the 29 most important legislative proposals with potential impact our local economy.

“The regional economy depends upon our state government to support proposals that stimulate business growth, and Corona-area legislators Senator Bill Emmerson and Assembly Member Jeff Miller are two leaders who understand the importance of job-creating proposals. Our successes during 2010 are a reflection of their commitment to improving our local economy,” stated, Kerry Pendergast Chairman of the Greater Corona Valley Chamber’s Board of Directors.

“This is the fifth vote record published since creating the Chamber’s Legislative Action Committee in 2006. Corona Chamber Sets Legislative 2011 Priorities, Focuses On Three Strategic Initiatives

 

Each year, the Corona Chamber of Commerce’s Legislative Action Committee (LAC) convenes in a special Planning Session to develop the Policy Platform for the following year. The public policy priorities adopted serve as the foundation for the Corona Chamber’s continuing effort to improve the business climate in Corona and its surrounding business areas.

 

“As our economy fights to rebound, the 2011 policy platform is more important than ever,” stated Bobby Spiegel, President and CEO of the Corona Chamber. “We will use the platform to formulate a plan to encourage economic activity and promote the competitiveness of our local economy,” Spiegel continued.

 

“The LAC represents the interests of Corona businesses at all levels of government,” stated Chamber’s Legislative Action Committee (LAC) Chair, Cynthia Schneider. “We will use the policy priorities as our guide when considering the intent and objectives of the Chamber’s position on local, regional, state, and federal legislative issues,” Schneider concluded.

 

The Chamber looks forward to building on a very successful 2010 and further strengthening its program of work in 2011.

Corona Chamber Focuses on Three Strategic Public Policy Initiatives

 

The Corona Chamber of Commerce is communicating its advocacy priorities with the business community to make sure businesses know that the Chamber represents businesses interests with government.

 

“We want to make sure the business community in Corona knows the Chamber is their voice at city hall and in the state capitol,” stated Cynthia Schneider, Chair of the Chamber’s Legislative Action Committee (LAC).  “We have a focused effort in 2011 and our business community will benefit from our work,” continued Schneider.

Healthcare Reform Impacts

It is a long standing priority of the Greater Corona Valley Chamber of Commerce to support responsible healthcare infrastructure and insurance policy proposals that result in increased availability of affordable healthcare coverage for employers and their employees. The recent federal healthcare reform legislation signed into law earlier this year will not improve the existing healthcare system, but, the Chamber and many other business organizations believe, would jeopardize the parts of the system that currently work.

 

The Chamber will track additional legislative and regulatory proposals at all levels of government and with as many businesses as possible in 2011 ensure the federal mandate does not place Corona Valley businesses at an economic disadvantage.

Local, State and Federal Government Regulations and Reform

The Greater Corona Valley Chamber of Commerce will continue to support efforts towards a part-time legislature; seek ways to reform the Government structure dealing with fiscal reform; eliminate the confusion of a “fee” versus a “tax” when legislation is passed; renew our commitment to working with local legislators to minimize anti-jobs legislation and communicate our efforts with the community; and, oppose state mandated business regulations that put the Corona Valley business community at an economic disadvantage.

Business Attraction and Retention

The Greater Corona Valley Chamber of Commerce is committed to assisting, when possible, businesses impacted by the worst recession in our country’s history. The Chamber will support local programs and efforts to attract and retain businesses; oppose efforts to increase business fees and taxes; support programs such as Shop Corona to ensure our local economy remains strong; and, seek opportunities to secure local and state tax incentives to attract and retain businesses in Corona.

Chamber Championed Indian Gaming Propositions Boost Corona Economy

On February 5, 2008, California voters approved the Corona Chamber-supported Propositions 94 through 97. These propositions ratified Indian gaming agreements with four tribes that operate casinos within an hour’s drive of Corona. The four casinos impacted by the agreements ratified by votes are: Agua Caliente, Morongo, Pechanga, and Sycuan.

California Coastal Commission Stops 241 Toll Road Expansion Proposal

Late last year, the Corona Chamber of Commerce voted to support the proposed extension of the SR 241 Foothill South Toll Road. However, on February 6, 2008, the California Coastal Commission voted 8-2 to reject the proposed 16-mile extension. The commission cited the road's infringement on San Onofre State Park as their primary reasoning.

Corona Chamber Continues to Highlight the Fight Against Workers’ Comp Rate Increases

The Corona Chamber applauds California Insurance Commissioner Steve Poizner’s recommendation late last year to not raise the “pure premium advisory rates” for workers’ compensation insurance beginning January 1, 2008. This will help insure that reforms from 2004 continue to help businesses maintain stability when dealing with the workers compensation system. It also stresses the need to continue fighting against any type of workers’ compensation rate increase for the future.

Corona Chamber to Protect Businesses Against State Air Quality Mandates

The Corona Chamber of Commerce is urging its local legislators and other elected officials to work with the California Air Resources Board (CARB) in developing regulations that target heavy-duty diesel vehicles are fair to the businesses and individuals that own and operate these types of vehicles.

Corona Chamber Tackles Congestion and Commuting, Supports SR-241 Toll Road Expansion

The Corona Chamber supports the proposed extension of the SR 241 Foothill South Toll Road. The 241 Toll Road is the final link in a system that is already in operation. This link will allow traffic to continue along the 241 at from Oso Parkway in Rancho Santa Margarita and connect to the I-5 near San Clemente, providing a much-needed bypass to relieve congestion on the I-5 through South Orange County. It will also allow drivers, who wish to use the toll road from the 91 freeway to travel to the I-5, a much shorter route through the middle of Orange County.

The Corona Chamber of Commerce focused its efforts this year on 52 proposed pieces of legislation that would have positive or negative impact on our business community.  The Chamber Legislative Action Committee discussed each proposed law in detail and determined the stand we felt best represented you.  We communicated our position to each of our legislators and asked that they take a position to support our stand on business-critical issues. Chamber Supports Water Stability


The Corona Chamber of Commerce is urging its local legislators to support a water bond on the February 2008 ballot. This is coming on the heels of an August court decision limiting water outflow from the Sacramento-San Joaquin Delta to protect endangered fish species. It is coming at a time when the Delta, the central hub for the state’s water, also needs upgrading to meet water demands throughout the state.

2007 Year In Review: Corona Chamber of Commerce Represents the Interests of Business with Government

During 2007, the Corona Chamber of Commerce used its Legislative Action Committee (LAC) to keep a finger on the pulse of legislation with the probability to impact businesses and business owners in our City. Our singular focus – to protect the economic vitality of the region in which our members do business. 2007 was an active year legislatively. The Chamber Says “No” To Healthcare Tax

The Corona Chamber of Commerce opposes the Legislature’s proposal to fix California’s broken healthcare system. The Legislature’s proposal, AB 8, creates a government-run healthcare system for employees who do not receive healthcare from their employers. The proposed law attempts to fix our broken healthcare system almost exclusively by a payroll tax on all employers who do not spend a certain level of funding on employee healthcare.

Corona Chamber Fights Effort to Increase Workers Compensation Costs


The Corona Chamber of Commerce continues to fight proposed legislation that would allow for workers’ compensation increases. A pending job killer in the State Legislature, SB 942, would create new requirements for employers when an injured employee returns to work. This would add to the costs of workers compensation, which California saw spiral out of control three years ago.

The State of Healthcare “The Impact of Health Care Reform on Small Business”

The Corona Chamber and the Corona Taxpayers Association are co-hosting a Health Care Summit on June 7, 2007 to provide the community with current information on proposals to reform California's healthcare crisis.

 

The cost of health care and the rise in the number of uninsured has made it difficulty for many employers, especially small employers, to afford health care benefits for their employees. A recent study estimates the average California family pays about $1,186 a year in health insurance premiums to cover the uninsured. Click here for more

Corona Chamber-opposed SB 936 (Perata) increases employer costs by doubling permanent disability benefits in the California workers’ compensation system.


“The Corona Chamber believes that there is no statistically valid and objective evidence that warrants an increase in benefits,” stated Cynthia Schneider, Chair of the Corona Chamber's Legislative Action Committee (LAC).

The drop in overall amounts spent on permanent disability benefits is due to the application of objective medical evaluations using American Medical Association guidelines, the appropriate use of apportionment, the reduction of benefit weeks for low ratings, and return-to-work adjustments.

TAKE ACTION! - SUBMIT A LETTER

Proposition 1B: Riverside County’s Fair Share

 

Last week, the California Transportation Commission (CTC) considered how to best spend the funds approved by voters in the November 2006 election from Proposition 1B.

Riverside County requested $951 million of Proposition 1B funds for transportation projects and was awarded less than one-tenth of that request. The CTC will make its final decision on these funding allocations on Wednesday, February 28, 2007.

Governor’s Health Care Reform Proposal to Impact Corona Businesses

 

The Governor unveiled his proposal to reform California’s broken health care system.  The plan calls for massive changes that would require all Californians to obtain medical insurance. The plan also outlines a significant impact on the business community. His plan will be debated in the state legislature over the coming months. “Everyone in California must have health insurance, if you can’t afford it, the state will help you buy it, but you must be insured,” Governor Schwarzenegger said. Redistricting is on the Political Map for 2007

To make California elections more competitive, Governor Schwarzenegger unveiled a plan to reform the highly politicized process of drawing legislative and congressional districts. Corona Chamber Supports Proposition 1B Transportation Bond on November Ballot

The Corona Chamber supports Proposition 1B on the November statewide ballot. This $19.9 billion transportation bond will make funds available for repairs, reducing congestion, improving bridge safety, expanding public transit, and improving port security statewide. The bond proposal also authorizes public/private transportation partnerships, application of the Design-Build method for these projects, and legislation to streamline the environmental review process.

TAKE ACTION! Corona Chamber Fights Minimum Wage Increases


The Corona Chamber feels that removing barriers to productivity and wage growth is a better avenue to improving California’s economy. Instead of working to make California less competitive by mandating that the state minimum wage rate be the highest in the nation, the Chamber believes the focus should be on removing the barriers to productivity and wage growth that government has imposed on the private sector. Proposition 87: Oil Tax is Bad For Business, Bad for Corona
